Incompetence or studied strategy?

So many lack of coordination cannot be a product of the coincidence, rather the politics of the balloon seems it sounds, comes undone and one waits for the reaction and according to the answer he decides.

Yesterday Carlos Ocaña, Treasury Secretary, was indicating that the wage agreements of the civil servants, signed with the trade unions would have to be checked to help to reduce the difficult public and the fulfillment of the Plan of Stability. Since it was logical the reaction does not make be waited, Enrique Fossoul, General Secretary of the Federation of Services to the Citizenship of CC.OO. it made well clear: "If Salgado slims the public sector, it endorses the general strike".

And once the balloon sounds it fulfilled his mission, the proprietors of the balloon extract the conclusion and it seems that this one, in mouth of the Minister of Economy, Helen Salgado, is that: "The wage agreement with the trade unions goes to respect absolutely". Slightly more than two years stay for the next general elections, if the Spanish socialist party loses them it will be more for the committed proper errors than for the P.P wise moves. One cannot saying one day anything and to the following one the opposite, that alone generates suspicion and lacking in credibility to govern and to extract to the country of the economic crisis.

But also these situations it is not possible to solve only with a rectification after other one. The Treasury Secretary is who designs the economic policy and if he said what he said he is because something was of it; then if Carlos Ocaña passed of braking and anticipated a measurement, that there was no intention of putting into practice, so that there could not be return, it should be stopped by the Minister; and if really there was intention of taking forward the review of the wage agreements, then he should be Carlos Ocaña who, for dignity, was resigning.

The agreements signed between management, in this case the state, and the trade unions are so that they are respected, but the beginning in which the collective bargaining and the democracy are sustained would not serve for anything. Or: perhaps he already does not remember the Spanish socialist party when it put itself on behalf of the trade unions and the civil servants when Aznar refused to fulfill the signed agreements of wage review? Or they have little memory or have learned little.
