This week that is finished will be remembered by the Spanish socialist party like the horrible week, the week in which he announced the change of political and economic course.
And it seems that the culprit of this change of course is the almighty market. It has been enough that the financial markets were beginning sowing doubts about the risks of the Spanish debt, so that the change of direction was carried out. The consequences are already known, elevation of the retirement age and threat of increase of the calculation of years, reduction of the public expenditure in 50.000 million euros in three years and to finish the week the proposal of labor reform.
I already made the first comment about the reform of the pensions and I imagine that it will be necessary to return again on this topic and the reduction of the public expenditure, in expectation of his concision, it is sure that it will have clear influence in the social expense, by what again the most disadvantaged will be most harmed of the exit of the crisis.
It seems that what less cloud of dust has raised is the proposal of labor reform, which seems that of entry it has satisfied to all trade unions and businessmen. And the fact is that the proposal gives to low the price of the dismissal and the opposite, depending on whom I thought. Except in scarce topics, the proposal only enters in a generic way the alternatives the current state of the labor market.
There are two aspects on which the proposal of the government is slightly more concrete: the measurements to reduce the temporality and the reduction of the day.
With regard to the first one the Government bets for promoting the contract of promotion of the indefinite hiring, created in 1997, and that has a severance pay of 33 days for worn out year, opposite to the temporary hiring. But it is not enough to encourage this type of contract, of echo his use is well scarce, but of the diverse forms of temporary hiring make little profitable, because while there exists the possibility of doing temporary contracts and while it exists and there is allowed the picaresque novel of the indefinite linking of labor contracts, this one management our will not decide for promoting the indefinite employment.
With regard to the day reduction, the bet is for changing the current model of reduction of staff across ERE's, for other that implies only working day reduction, making compatible the day reduction with the precepción of the proportional part of the welfare. That is to say the implantation of the German model of the ERE's. At first it is a positive measurement because he would avoid many people the drama of the unemployment presents itself. But: has anybody thought about the picaresque novel of the Spanish businessmen?
This has not done anything more that to start and I in contrast to the social speakers am not optimistic at all and it am not because it seems to me that it is going to be very difficult to bring together the interests of the parts without rights of the workpeople getting injured. I do not believe in the miracles.
And that anybody thinks that only with a labor reform it will leave of the crisis, this one can help according to which be his final content, but while they are not corrected it causes them that they motivated the crisis in Spain, we will not go out of her and it means at least two things: the fluency again from the credit to the small-scale enterprises and to the consumption and the change of the economic model.
